Ausschlaggebend bei der strategischen Entscheidung zugunsten von Red Hat Enterprise Linux waren die konkreten, langfristigen Vorstellungen von Red Hat zur technologischen Weiterentwicklung des Betriebssystems und dessen erweiterter Lebenszyklus auf zehn Jahre. Einrichtungen der öffentlichen Verwaltung und Unternehmen erhalten damit über einen langen Zeitraum Planungssicherheit bei strategischen Investitionen in die Linux-Betriebssystemumgebung.

Basel-Landschaft ist ein deutschsprachiger Kanton im Nordwesten der Schweiz mit 277.000 Einwohnern auf einer Fläche von 518 Quadratkilometern. Jeder der 26 Schweizer Kantone hat eine eigene Verfassung sowie eigene gesetzgebende und rechtssprechende Behörden. Alle staatlichen Bereiche, die nicht von der Schweizerischen Bundesverfassung geregelt werden, gehören in die Kompetenz der Kantone. Dazu zählen etwa das Schulwesen, ein Teil des Gesundheitswesens, das Polizeiwesen sowie kantonales und kommunales Steuerrecht.

Umgesetzt wird das Migrationsprojekt von der Adfinis SyGroup, einem der größten auf Open Source spezialisierten IT-Dienstleister in der Schweiz. Die Adfinis SyGroup ist ein Advanced Business Partner von Red Hat.
